This Telemedicine Notice provides important information about telemedicine services offered by Robin Warner Neurology, PLLC (the "Practice," "we," "us," or "our"). This notice is provided in accordance with New York State and federal regulations governing telehealth services.
What is Telemedicine?
Telemedicine (also referred to as telehealth) is the delivery of healthcare services using electronic communications, information technology, or other means between a healthcare provider and a patient who are not in the same physical location. Telemedicine may be used for diagnosis, treatment, follow-up care, patient education, and other healthcare services.
Our telemedicine services are provided via secure, HIPAA-compliant video conferencing platforms. During a telemedicine visit, you and your provider will communicate in real-time using audio and video technology.
Geographic Limitations
Patient location for telemedicine: At the start of each telemedicine visit, we will ask you to confirm your physical location. Dr. Warner is currently licensed to practice medicine in New York State. Accordingly, telemedicine services can be provided only when you are physically located in New York State, unless and until Dr. Warner is licensed or otherwise authorized to provide telemedicine services in your location.
If you are traveling or temporarily outside New York State at the time of your scheduled appointment, you must reschedule your appointment for a time when you will be physically located in New York State. We cannot provide telemedicine services to patients located outside New York State.
Technology Requirements
To participate in telemedicine visits, you will need:
- Internet connection: A stable, high-speed internet connection (broadband recommended)
- Device: A computer, tablet, or smartphone with a camera and microphone
- Software: Access to our secure telemedicine platform (instructions will be provided when you schedule)
- Private location: A private, quiet location where you can speak confidentially during your visit
- Identification: A valid government-issued photo ID may be required for verification purposes
If you do not have access to the required technology, please contact us to discuss alternative arrangements. We may be able to assist with technology setup or provide information about alternative access methods.
Benefits and Limitations of Telemedicine
Benefits
- Convenience and accessibility, especially for patients with mobility limitations or transportation challenges
- Reduced travel time and costs
- Ability to receive care from the comfort and privacy of your own location
- Reduced exposure to infectious diseases
- Continuity of care when in-person visits are not feasible
Limitations and Risks
Telemedicine has limitations and may not be appropriate for all medical conditions or situations. Important limitations include:
- Not for emergencies: Telemedicine is NOT appropriate for medical emergencies or urgent situations that require immediate in-person medical attention. If you have a medical emergency, call 911 immediately or go to the nearest emergency department.
- Not for urgent care: Telemedicine is NOT appropriate for situations that require urgent or in-person medical attention. If you have this situation, go to your nearest urgent care center.
- Limited physical examination: Your provider cannot perform a complete physical examination through telemedicine. Some conditions may require in-person evaluation.
- Technology issues: Technical problems (internet connectivity, device malfunctions, software issues) may interrupt or prevent your visit.
- Privacy concerns: While we use secure, HIPAA-compliant platforms, there is a risk that unauthorized individuals could access your communications, though we take measures to minimize this risk.
- Limited diagnostic capabilities: Some diagnostic tests and procedures cannot be performed via telemedicine.
- Prescription limitations: Certain medications, particularly controlled substances, may have restrictions on prescribing via telemedicine under federal and state law.
- State licensing: Your provider is licensed in New York State. If you relocate outside New York State, we may not be able to continue providing telemedicine services.
Privacy and Security
The Practice will not record visits with your provider. I understand that due to the nature of telehealth treatment, if people are close to me, they may overhear my treatment. It is my responsibility to ensure I am in a private place, so other people cannot hear me. My provider will tell me if someone else from the Practice can hear or see me.
The Practice utilizes telehealth technology that is designed to protect your privacy. With that in mind, if you use the Internet for telehealth, we recommend that you use a network that is private and secure.
Your telemedicine visits are subject to the same privacy protections as in-person visits under HIPAA and our Notice of Privacy Practices. For more information, please review our Notice of Privacy Practices and Privacy Policy.
Informed Consent
By scheduling and participating in a telemedicine visit, you acknowledge that:
- You understand what telemedicine is and how it differs from in-person visits
- You understand the benefits, limitations, and risks of telemedicine
- You understand that your provider will not be in the same room as you and there may be limitations to your treatment as your provider cannot examine you as closely as at an office visit
- You understand that technical problems may interrupt or stop your visit at any time
- You understand that during the course of your telehealth treatment your provider may decide that you need an in-person visit to better meet your needs
- You have the right to refuse telemedicine services and request in-person services (when available). You are in no way required to consent to treatment via telehealth and can request an in-office visit at any time, including during a telehealth visit
- You understand that your provider may determine that telemedicine is not appropriate for your condition and may require an in-person visit
- You understand that you have the right to withdraw consent for telemedicine services at any time
- You understand that the same standards of care apply to telemedicine visits as to in-person visits
- You understand that your provider is licensed in New York State and can only provide services to patients located in New York State
- You understand that you are responsible for providing accurate information about your location and condition

Fees and Insurance
A telehealth visit will not cost any more than an office visit. What you pay depends on your insurance. Please see our Fees page for current pricing information.
Insurance: We are an out-of-network practice. Some insurance plans may cover telemedicine services, but coverage varies. It is your responsibility to verify coverage with your insurance provider. We can provide you with a superbill for you to submit to your insurance for potential reimbursement.
Self-Pay Patients: If you are uninsured or self-pay, you have the right to receive a Good Faith Estimate of expected charges. Please see our Good Faith Estimate notice for more information.
When Telemedicine May Not Be Appropriate
Your provider may determine that telemedicine is not appropriate for your condition and may require an in-person visit. Situations where telemedicine may not be appropriate include:
- Medical emergencies or urgent situations requiring immediate in-person evaluation
- Conditions requiring a physical examination that cannot be performed via telemedicine
- Conditions requiring diagnostic tests or procedures that must be performed in person
- When the provider determines that in-person care is necessary for proper diagnosis or treatment
- When technical issues prevent adequate communication or evaluation
- When the patient is unable to provide informed consent or participate meaningfully in a telemedicine visit
If your provider determines that an in-person visit is necessary, we will work with you to schedule an appropriate in-person appointment. Please note that in-person visits are currently limited (see our Fees page for availability).
Emergency Situations
Telemedicine is NOT for emergencies. If you are experiencing a medical emergency, call 911 immediately or go to the nearest emergency department.
Signs of a medical emergency may include (but are not limited to):
- Chest pain or pressure
- Severe difficulty breathing
- Signs of stroke (sudden weakness, numbness, confusion, trouble speaking, severe headache)
- Severe allergic reactions
- Loss of consciousness
- Severe trauma or injury
- Any other life-threatening condition
Do not use telemedicine or wait for a scheduled appointment for emergency situations. Seek immediate emergency medical care.

Filing a complaint with us or with a regulatory agency will not affect your care or result in retaliation.
